Sex attackers "rights" more important than public saftey???

Obviously, as this case goes to show. Sex offender Anthony Rice was released from prison and went on to kill 40 year old MS sufferer Naomi Bryant, and left her 14 year old daughter without a mother. The Parole Board said he presented a "minimal risk" and when Rice was moved to an open prison in 2001the report from the board to move him to an open prison created a 'momentum towards release'. I don't think that SCUMBAGS like Rice have any rights, why was a violent sex offender allowed out to kill Ms Bryant, and also leave her 14 year old daughter without a mother. Something seriously screwed up with the (in)justice system in the UK.
